Sadly, we got the short end of the stick in the way it was told to me by my friends who grew up in Texas, according to them HEB’s owner and Kroger’s owner are friends since childhood and made an agreement with eachother to essentially ‘split’ texas so as not to create unnecessary competition with eachother.
